A number present in only one release is added or removed; a number in both releases with a different general rate, column 2 rate or description is one row per difference, with the value before and after. Lines without a number are headings whose text the numbered lines already carry. Both download dates are stated on the page, and the rows are re-derived from the two downloads at every publish, never edited.",
